Windsor approves large land annexation

The Windsor Town Board recently unanimously approved the annexation
of 1,400 acres, one of the largest in the town’s history.
The board approved the annexation of a mixed-use project proposed by the Great Western Development Co., an affiliate of the Denver-based Broe Cos.
"Both Windsor’s 25-year vision plan and comprehensive plan call for a mix of uses, job creation, tax generation and a range of housing in this area," said Eric Swanson, senior vice president for Great Western. "Our project meets all of these objectives and is ideally located in the path of growth in Northern Colorado."
The property is east and west of the Kodak Co.’s plant on the
east side of Windsor. The master plan calls for:
400 acre industrial park, called the Great Western Industrial Park,
served by the Great Western Railway. The park can accommodate approximately
20 companies, and two have already located there: Owens-Illinois, the
first bottling plant built by O-I in theplast 20 years; and Front Range
Energy, an ethanol plant.
110 acre light industrial area, which can accommodate general office, research and development, light assembly and other uses.
300 acres of residential-mixed use, for approximately 2,000 homes at a wide range of types and prices, and a mix of neighborhood uses.
67 acres for retail and community uses, such grocery, discount or clothing stores as well as a community center.
An 11-acre site for a public elementary school and a 50-acre site for a public high school.
Over 300 acres of parks and open space, including a wildlife viewing area and the Poudre River Trail Corridor.
Approximately $50 million in trunk infrastructure improvements to improve some 8 miles of major roads.
Great Western may seek development partners for the residential, retail and light industrial areas.
An economic impact study commissioned by the Town of Windsor found that the project will pay its own way and will generate surplus revenues for the town.
Great Western was created in 2004 by the privately held Broe Cos. develop property along the 80 mile-long Great Western Railway in northern Colorado. Broe also owns OmniTrax, the largest privately held rail services company in North America and the operator for the Great Western Railway.
